James Ohlen was basically the architect of the story and the individual quests.
He would talk to the writers a lot. Sometimes he would just say very vague [instructions], like, "Have them do this. There was a bit of a learning curve in that you couldn't do everything you wanted to do. The quality of the story was not the number-one armor of the tyrant.
